No Objection Certificate for No Obligation to return India (NORI) is issued from the Passport Department, Government of Assam in respect of the permanent residents of Assam who has applied NORI Certificate to the Indian Mission(or Post) concerned of the Country /CPV Division, Ministry of External Affairs, New Delhi NOC for NORI can be applied in the Passport Department, Government of Assam in a petition along with following necessary documents through post or in person.

  • Signed affidavit from the Consulate concerned
  • Bio-data attested by Consulate concerned
  • Copy of Indian Passport
  • Copy of J- I Visa ( as applicable)
  • Copy of current F-1 visa (as applicable)
  • Degree Certificate/ Ph. D Certificates etc
